could be - what make/model is it? Also, are you in USA or Europe, as if in the USA, you also have the NTSC/PAL issue.
In Europe, nearly all TVs will display an NSTC signal as well as the PAL, which is the European standard.
In the USA, PAL isn't always supported.
Syaing that Region 2 can be PAL or NTSC (as Japan is also region 2 and is PAL & NTSC) , but depends on the DVD you want to playback.
